Background
San Francisco Public Works (Public Works), a department of the City and County of San Francisco, is issuing a Request for Proposals (RFP) to seek qualified consultants for asset management program support services.
The goal is to enhance the City’s asset management program, which includes resource planning, asset data management, analysis, reporting, and related support necessary for effective capital planning and investment decisions.
Work Details
The selected Proposer will perform the following tasks:
1. Resource Planning Process Assessment: Evaluate current resource planning processes and recommend improvements.
Deliverable: Resource Budget Planning Assessment Report.
2. Asset Management Program Assessment: Assess the current state of the Asset Management Program using industry standards and recommend improvements.
Deliverable: Asset Management Program Assessment Report.
3. Asset Management Plan Development: Develop asset management plans for six prioritized asset categories including paving/streets and facilities.
Deliverable: Asset Management Plans.
4. Lifecycle Costing Analysis Pilot: Conduct a pilot lifecycle costing analysis for a selected asset class.
Deliverable: Lifecycle Costing Pilot Report.
5. Training and Capacity Building: Assess training needs and deliver targeted training to build internal capacity.
Deliverable: Training Plan and Materials.
Period of Performance
The contract will have an initial term of three years, with an option to extend for one additional year.
Place of Performance
Services will be performed in San Francisco, California.
Bidder Requirements
Proposers must demonstrate experience in asset management planning projects for public agencies or utility organizations with portfolios of at least $500 million in infrastructure assets.
The Local Business Enterprise (LBE) subcontracting requirement has been waived by the Contract Monitoring Division.
