REQUEST FOR PROPOSALS FOR UNARMED SECURITY SERVICES Summary: The Department of Public Health ( City or DPH ) is requesting proposals from qualified firms to provide the City with unarmed security guard services. The scope of work will consist of 24/7 unarmed security services, including holidays, with full-time and partial-day guards, on-site security supervisor(s), and roving patrols. Work Details
The contractor will provide 24/7 unarmed security services, including:
1. Staffing Requirements:
- Security Guards: Full-time and partial-day guards, a security supervisor on-site 24/7, and roving patrols.
- Specific shifts at various locations include:
- Zuckerberg San Francisco General Hospital (ZSFGH): Various shifts with a total of 20 guards across different times.
- Laguna Honda Hospital (LHH): Coverage includes multiple shifts with a total of 10 guards.
- Community Clinic Sites: Coverage during weekdays with a total of 5 guards across different centers.
2. Emergency Response: Provide 24-hour emergency response services when notified by alarm systems.
3. As-Needed Guards: Provision of additional guards upon request with a minimum notice period of 24 hours.
4. Supervisory Staff: Adequate supervision for all guards at all times, including an Account Manager and Security Liaison Officer.
Period of Performance
The contract will be for one year with eight one-year extension options at the City's discretion. The estimated start date for the contract is August 1, 2025.

Services will be performed at the following locations in San Francisco:
1. Zuckerberg San Francisco General Hospital (1001 Potrero Avenue)
2. Laguna Honda Hospital (375 Laguna Honda Blvd)
3. Various Community Clinic Sites operated by DPH throughout the city.
Bidder Requirements
Proposers must demonstrate at least four years of experience in providing unarmed security guard services to healthcare entities, preferably in hospitals or behavioral health contexts. They must also provide written verification of being licensed by the Bureau of Security and Investigative Services (BSIS) for no less than seven years.
