Background
The Department of Public Health (DPH) of the City and County of San Francisco is seeking proposals from qualified firms to implement a personal safety solution aimed at enhancing the safety of its staff working in various field environments.
The initiative is focused on providing approximately 500 DPH employees with a comprehensive, cloud-based system that enables rapid emergency response through wearable devices and mobile applications. Work Details
The contractor will provide a personal safety solution that includes:
1. Functional Requirements:
- Silent SOS activation via wearable device and mobile app with configurable audible option.
- Immediate escalation following a defined matrix (e.g., RapidSOS/911).
- Real-time GPS location information with fallback options.
- Check-in workflows and missed-check-in escalations.
- Person-down/fall detection capabilities.
- Optional live video/audio streaming to monitoring center for verification.
- Role-based access control (RBAC) and privacy guardrails.
- Multi-channel notifications (push/SMS/email).
- Audit trail for timestamps and responses.
- Accessibility support aligned with WCAG 2.1+.
2. Device and App Requirements:
- Discreet wearable panic devices that pair with mobile phones.
- Mobile application compatible with iOS and Android platforms.
3. Alarm Monitoring Requirements:
- 24/7 monitoring service compliant with UL827 standards.
4. User Technical Support Requirements:
- Continuous user support available 24/7/365.
5. Technical Requirements:
- Secure architecture using TLS 1.2+ and AES-256 encryption.
6. Regulatory Compliance: Must adhere to various laws including the Electronic Communications Privacy Act and California Consumer Privacy Protection Act.
7. Implementation Plan: The project will be executed in phases over a timeframe of 50-60 days.
