District Wide Security - Patrol & Monitoring

Background
The Oceanside Unified School District (District) is seeking proposals from qualified firms to provide security services in the form of Patrol and Monitoring. The District aims to enhance the safety and security of its properties through these services, which will include both armed and unarmed patrols, monitoring, and response to alarms.

Work Details
The contractor will provide the following services:
- Alarm Response/Armed Guard
- Roving Car Patrol
- In-house Monitoring Services
- Unarmed Security Patrols
- Monthly meetings with district staff.

Specific requirements include:
- Daily activity reports emailed weekly to Maintenance/Operations Staff.
- A dedicated security vehicle with appropriate markings.
- High visibility patrols at problem sites.
- Two-way radios or cellular capability for communication.
- Armed guards must have valid weapons licenses and training in First Aid and CPR.
- Eight armed guards available as needed, with a minimum notice of four hours for additional requests.

Monitoring services will include oversight of fire systems and reporting on site openings and closings.

Period of Performance
The contract will commence on July 1, 2026, and conclude on June 30, 2027, with the possibility of extension for up to four additional years upon mutual agreement.

Place of Performance
Services will be performed at various locations within the Oceanside Unified School District in Oceanside, California.

Bidder Requirements
Bidders must be bonded and insured, hold liability insurance of at least $1 million, provide an Employee Dishonesty Bond for $500,000, comply with fingerprinting requirements as per California law, and ensure all personnel meet specified qualifications including background checks. Local providers are preferred.
