Background
The Los Angeles County Internal Services Department is issuing this Request for Proposals (RFP) to solicit proposals for a contract with an organization that can provide Disaster Recovery Consulting and Emergency Management Services.
The County of Los Angeles, the most populous county in the United States, has experienced several federal and state-declared emergencies and disasters, including a recent State of Emergency due to the Palisades fire and dangerous windstorm conditions. This contract aims to support disaster recovery efforts in response to these challenges.
Work Details
The contractor will provide disaster recovery consulting and emergency management services, which include:
- Grant acquisition
- Disaster recovery planning
- Long-term recovery planning services
- Assistance in grant management
- Compliance and administrative services related to applications for reimbursement from state, federal or other grantor agencies (including FEMA) for significant losses incurred due to disasters or emergencies.
The contractor is expected to implement the requirements outlined in Exhibit A (SOW and Attachments) of Appendix A (Contract).
Period of Performance
The anticipated contract term is two years, commencing on February 3, 2025, with options to extend for three additional one-year periods and six month-to-month extensions. This allows for a maximum total contract term of five years and six months.

The services will be performed within Los Angeles County.
