Background
The City of San Buenaventura, located in Ventura County, California, is a full-service municipality that provides various services including water treatment and distribution. The city is seeking proposals for a Direct Toilet Install Program aimed at enhancing water conservation efforts. The program will be administered by a third-party contractor who will manage customer applications and oversee the installation of water-efficient toilets.

Work Details
The contractor will provide third-party administrative services for Ventura Water’s direct install toilet program, which includes:
- Creating and maintaining customer applications.
- Conducting application reviews and verifications.
- Scheduling installations with qualified applicants.
- Removing and disposing of existing toilets (1.6 gallons per flush or more) and wax rings.
- Supplying and installing new toilets, specifically Niagara models (Tank Part Number: N7714; Bowl Part Number: N7717), with a total quantity of 200 toilets to be installed.
- Ensuring compliance with program requirements and maintaining a database of applicants and completed installations.
- Providing customer support via a dedicated phone line with English and Spanish speakers available during business hours.

Period of Performance
The initial term of the contract will commence on July 1, 2026, for one year, with the option to renew for up to four additional one-year increments, totaling a maximum potential duration of five years.

Place of Performance
The services will be performed within the geographic boundaries of the City of San Buenaventura, California.

Bidder Requirements
Bidders must possess a State of California Contractor’s License Classification C-36 Plumbing Contractor. Additionally, bidders are encouraged to certify as a Small Local Business to qualify for purchasing preferences under the city’s policy.
