Description

This Request for Qualifications (hereinafter RFQ or Solicitation ) is being issued by Department of Human Resources (hereinafter, DHR or City ). DHR, on behalf of all City Departments, is seeking qualified suppliers ( Proposers ) to provide proposals ( Proposal ) to provide executive search, recruitment, and consulting services for various executive positions on an as-needed basis. The City shall evaluate Proposals to create a Prequalified Pool of Proposers ( Prequalified Pool ). Proposers prequalified under this RFQ are not guaranteed a contract. The City may use the Prequalified Pool, at its sole and absolute discretion, on an as-needed basis. **Anticipated Contract Term** A Resulting Contract awarded to the Prequalified Pool shall be non-exclusive, with an original term to be determined at the time of Contract award based on the awarding Department's business needs, but shall not exceed ten (10) years. **Anticipated Not to Exceed Amount of Resulting Contracts** The Not-to-Exceed (NTE) amount of a Resulting Contract awarded to the Prequalified Pool shall be determined at the time of Contract award based on the awarding Department's business needs. **LBE Subcontract Requirement is Waived** **Tentative Schedule** Request for Qualifications Issued - Wednesday, October 9, 2024, at 2PM PT Deadline for Written Questions - Wednesday, October 23, 2024, 2PM PT Deadline to Submit Proposals - Thursday, November 7, 2024, 2PM PT Notice of Intent to Establish Prequalified Pool - Wednesday, January 22, 2025 Period for Protesting Notice of Intent to Award - Within three (3) business days of the City's issuance of a Notice of Intent to Award. Background
The Department of Human Resources (DHR) of the City and County of San Francisco is issuing this Request for Qualifications (RFQ) to seek qualified suppliers to provide executive search, recruitment, and consulting services for various executive positions on an as-needed basis.
The goal is to create a Prequalified Pool of Proposers who can be utilized at the City's discretion. This initiative aims to enhance the recruitment process for executive roles across all City Departments.

Work Details
The selected Proposers will provide a range of services including:
1. Administrative and Project Management Services: Conduct kick-off meetings, coordinate progress meetings, develop hiring strategies, establish recruitment timelines, review job descriptions, and maintain communication with candidates.
2. Candidate Profile Development: Identify recruitment challenges, define desired candidate qualifications, conduct surveys, and facilitate community input.
3. Campaign and Recruitment Brochure Development: Design targeted advertising campaigns and create professional recruitment brochures.
4. Candidate Recruitment and Screening: Actively recruit candidates using various outreach methods, screen resumes based on established criteria, conduct preliminary interviews, and present candidates to the City.
5. Report Findings: Provide search reports categorizing candidates into groups based on qualifications.
6. Conduct Interviews and Reference Checks: Interview top candidates, assess their skills and motivations, and perform detailed reference checks.
7. Final List Recommendations: Prepare presentations recommending candidates for further consideration by the City.
8. Final Interviews: Develop an interview process tailored to the City's needs and assist in coordinating interviews.
9. Post Interviews: Conduct background checks on final candidates and assist with employment negotiations if requested by the City.
10. Closeout: Notify non-selected candidates and provide a summary of the recruitment process.

Period of Performance
The contract will be non-exclusive with an original term determined at the time of award but shall not exceed ten (10) years.

Place of Performance
Services will be performed within the City and County of San Francisco.
