Background
The Department of Health Care Services (DHCS) of the State of California is seeking proposals for Maintenance and Operations (M&O) services for its Data Warehouse. The goal is to take over the infrastructure and operations from the current vendor, ensuring continuity of existing functionalities including monthly data updates and periodic reporting.

The contract aims to provide necessary system hardware improvements, end-user help desk support, problem correction processes, training, and analytical consultation. The contractor will also be responsible for preventative maintenance and system updates in response to defects or legislative changes.

Work Details
The contractor will manage the existing DHCS data warehouse infrastructure, which integrates various data sources including Medi-Cal eligibility data, claims data, and provider data. Responsibilities include:
1) Monthly data updates;
2) Periodic reporting;
3) System hardware improvements;
4) End-user help desk support;
5) Problem correction processes;
6) Training for users;
7) Analytical consultation;
8) Preventative maintenance and updates in response to system defects;
9) Maintenance, upgrade, and installation of hardware/software as needed.

Period of Performance
The base term of the contract is four (4) years with an option for up to four (4), one-year extensions, allowing a maximum contract term of eight (8) years.

Place of Performance
The services will be performed at the State’s Data Center managed by the California Department of Technology.

Bidder Requirements
Bidders must have an approved Electronic Vendor Application of Qualifications (eVAQ). They are required to submit various attachments including Intent to Bid, Confidentiality Statement, Cover Letter Form, and responses to administrative requirements. Bidders must comply with mandatory requirements labeled as 'M' in the solicitation documents.
