DEM | 2026 Golden Eagle Large Scale Events

Background
The City and County of San Francisco, through the Department of Emergency Management (DEM) and the Bay Area Urban Areas Security Initiative (UASI), is seeking qualified suppliers to design, conduct, and evaluate a series of exercises aimed at testing local public safety response policies and protocols for unplanned damaging incidents during large-scale events.

This initiative is part of a broader effort to enhance regional preparedness in major metropolitan areas, supported by the federal Department of Homeland Security through its Homeland Security Grant Program.

Work Details
The selected contractor will be responsible for designing, conducting, and evaluating a series of exercises that include:
- Up to 12 county-level tabletop exercises
- One region-wide tabletop exercise
- One public information coordination workshop
- One region-wide functional/full-scale exercise

These exercises will focus on unplanned incidents such as active attackers or civil unrest during significant events like the Superbowl LX or FIFA World Cup. Specific tasks include establishing exercise planning teams, conducting planning processes following HSEEP principles, ensuring grant compliance, coordinating delivery dates and locations for each exercise, facilitating the conduct of each exercise, performing evaluations, and developing After-Action Reports with corrective action recommendations.

Period of Performance
The contract will have an initial term of two years with an option for the City to extend it for one additional year, totaling a potential three-year period.

Place of Performance
The contract work will primarily take place within the Bay Area UASI Region, which includes multiple counties and cities in California.

Bidder Requirements
Proposers must meet several minimum qualifications including:
- Acknowledgment and acceptance of the City's Contract Terms by the proposal due date
- Completion of a proposer questionnaire
- Evidence of experience in conducting relevant tabletop exercises within the past five years
- At least five years of experience applying HSEEP principles to public safety exercise design.
