Background
The City of Los Angeles, through its LA Sanitation and Environment (LASAN) division, is issuing a Task Order Solicitation (TOS) S-023 for the DCS Adequacy Assessment and Improvements. This initiative follows the completion of the Honeywell Distributed Control System (DCS) construction at the Hyperion Water Reclamation Plant (HWRP) in September 2018.

The DCS has been operational since 2016, but various issues were identified during its use, particularly after a flood incident in July 2021 that led to significant environmental concerns. LASAN aims to proactively assess and improve the DCS to enhance reliability and prevent future incidents.

Work Details
The contract involves hiring experienced consultants to conduct an assessment of the installed DCS and develop Capital Improvement Projects (CIPs). Key tasks include:

1. Development of Capital Improvement Projects:
- Provide reports on assessment findings and recommendations based on identified areas for improvement.
- Deliverables include a prioritized list of CIPs based on HWRP’s needs and a report of findings.

2. Field Assessments:
- Conduct assessments of three critical treatment processes: Headworks, Effluent Pumping Plant, and Centrifuges.
- Deliverables include an assessment report detailing issues identified and proposing CIPs with concept reports.

3. Evaluation of Process Control Modules (PCMs):
- Assess all thirty PCMs for vulnerability to floods or other incidents, including recommendations for relocation if necessary.

4. Development of UPS Replacement Execution Plan:
- Evaluate current uninterruptible power supplies (UPS) conditions and recommend replacements.

5. Comprehensive DCS Assessment:
- Analyze operator control capabilities, alarm management systems, graphic display effectiveness, and overall DCS utilization.

6. As-Needed Tasks:
- Perform additional assessments or implement recommendations as requested by LASAN's Project Manager.

Period of Performance
The term of engagement is set for 12 months from the issuance date of the Notice to Proceed (NTP), with a potential 6-month extension if necessary.

Place of Performance
The work will be performed at the Hyperion Water Reclamation Plant located in Los Angeles, California.
