Background
The California Department of Education (CDE) is soliciting bids for fire alarm monitoring, testing, and repair services at the Diagnostic Center Central California (DCCC), located at 1818 W. Ashlan Ave., Fresno, CA 93705. The goal of this contract is to ensure the safety and compliance of fire alarm systems within the facility. This includes programming and monitoring for the Digital Alarm Communicator System (DACT), as well as inspection, testing, maintenance, and repair services for fire alarm systems, fire sprinkler systems, and fire extinguishers.
Work Details
The contractor will provide the following services:
1. **DACT Dialer Purchase, Install, and Programming**: If a new DACT dialer is required, it must be installed within seven days of contract start. Programming of existing or new dialers must also be completed within this timeframe.
2. **Fire Alarm Monitoring**: 24/7 monitoring via DACT dialer with immediate notification to Fresno Fire Department upon alarm conditions and reporting to CDE Contract Monitor.
3. **Quarterly Fire Alarm Inspection, Testing, and Maintenance**: Conduct tests on ¼ of fire alarm devices every three months; initial test within one month of contract start. All components must be tested per NFPA 72 standards.
4. **Reporting**: Monthly reports detailing all activities including alarms and supervisory conditions must be submitted to the CDE Contract Monitor.
5. **Equipment/Inventory List**: The contractor will manage a comprehensive inventory including various models of fire alarm panels, detectors, alarms, extinguishers, etc., totaling 853 items. The CDE reserves the right to modify this list as necessary.
Period of Performance
The contract period is from July 1, 2025 (or upon DGS Approval) to June 30, 2026. There are options to renew for two additional one-year periods from July 1, 2026 – June 30, 2027 and July 1, 2027 – June 30, 2028.
