Background
The City of Sacramento's Department of Utilities (DOU) is seeking proposals from qualified consultants for a comprehensive Condition Assessment and Business Case Evaluation (BCE) of the Combined Wastewater Treatment Plant (CWTP), located at 1395 35th Avenue, Sacramento, CA.
The CWTP is crucial for the city's Combined Sewer System (CSS), providing primary treatment and disinfection for municipal, industrial wastewater, and stormwater during wet weather events. This project aims to identify deficiencies in structural, mechanical, electrical, operational, and maintenance aspects of the CWTP and develop a business case for repair, rehabilitation, replacement, or upgrade options to ensure regulatory compliance and long-term sustainability.
Work Details
The consultant will conduct a detailed condition assessment that includes:
1. Structural Assessment: Evaluate all CWTP structures for integrity using visual inspection and non-destructive testing methods.
2. Mechanical and Electrical Systems Assessment: Inspect major mechanical and electrical assets for condition and functionality.
3. Process and Hydraulic Performance Review: Assess pump performance relative to rated capacity using operational records.
4. Risk and Criticality Analysis: Identify critical assets and provide prioritized recommendations based on probability of failure.
5. Condition Assessment Report: Document findings with risk rankings and preliminary cost estimates for repairs/replacements.
6. Business Case Evaluation (BCE): Develop alternatives for addressing deficiencies with a triple-bottom-line analysis considering financial, social, and environmental factors. Deliverables include draft reports for both the Condition Assessment and BCE followed by final reports incorporating feedback from the City.
Period of Performance
The anticipated period for performance is approximately 12 months from the notice to proceed.

The contract will be performed at the Combined Wastewater Treatment Plant located at 1395 35th Avenue, Sacramento, CA.
Bidder Requirements
Firms must demonstrate expertise in wastewater treatment facility assessments, possess appropriate licenses and certifications, comply with all applicable regulations, designate an experienced Project Manager as the primary contact, provide in-house quality control certified by a registered professional engineer in California, and meet Local Business Enterprise (LBE) participation requirements if applicable.
