Background
The California State University (CSU) is the largest and most diverse university system in the United States, comprising 22 campuses. The CSU aims to provide high-quality, accessible, student-focused higher education while engaging in research and creative activities that contribute to California's communities and economy. To support its mission, CSU seeks external consulting firms to provide real estate financial advisory services to assess the feasibility and viability of property acquisition or development through public-private partnerships.
Work Details
The selected Service Provider will deliver advisory services as outlined in Rider C, which includes:
1) Developing an understanding of CSU policies related to debt management and capital planning;
2) Conducting market demand studies for proposed public-private partnership (P3) projects;
3) Assessing project goals, financial requirements, and timelines for capital facility development;
4) Performing comparative analyses of project feasibility under traditional versus P3 models;
5) Evaluating risks, rewards, costs, and benefits associated with P3 projects;
6) Conducting residual land value analyses and evaluating ground lease structures;
7) Analyzing capital planning scenarios including potential sales or leases of real properties;
8) Developing pro forma analyses including financial structures and profitability assessments;
9) Evaluating private funding sources;
10) Preparing Requests for Qualifications and Proposals for various projects;
11) Evaluating developer qualifications and assisting in negotiations with selected developers.
Period of Performance
The contract term will commence upon receipt of a fully executed agreement and written authorization from the Trustees. The initial term is set from Month X, 202X to June 30, 2028, with options for two additional three-year extensions.
Place of Performance
Services will be performed across various CSU campuses throughout the State of California.
Bidder Requirements
Firms must demonstrate applicable professional experience providing advisory services to state agencies or educational institutions within California. They should provide evidence of their qualifications through a Statement of Qualifications that includes organizational charts, resumes of key personnel, references from previous clients for similar work, an hourly fee schedule, geographic areas of service, and any pending litigation or conflicts of interest.
