The Trustees of the California State University will receive sealed proposals in the Administration West Building Room 102, at the above address, for the design and construction of the Food Pantry & Basic Needs Hub, Project Number PR1411, for the California State University Bakersfield, campus. Proposals will be received until 3:00 p.m. on Wednesday March 26, 2025, in accordance with the proposal documents, at California State University, Bakersfield Administration West Building Room 102. The proposal must be submitted on the Bid Proposal Form provided by the University, filled out and sealed in an envelope. In general, the scope of work consists of the design and construction, under a procedure more commonly referred to as turnkey construction, a Design Build project, known as Food Pantry & Basic Needs Hub Project. The project includes off site construction, delivery, and setup of an approximately 2,400 square foot permanent modular building and associated site work. Architect s construction estimate is $1,604,000.00. Scoping documents, Plans, specifications, and other project/contract related documents will be available electronically after the Mandatory Bidders Site Walk. Prequalified Contractors will receive an updated packet that includes all original forms necessary to bid. Each proposer offering a proposal must comply with bidding provisions of Article 32.00 et seq. of the Contract General Conditions, and should be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions, especially Article 35.02-b, regarding the necessity to prequalify with the Trustees ten (10) business days prior to the proposal due date. Proposers must be prequalified with the Trustees. Proposers shall register and log in to PlanetBids to apply for prequalification at http://www.calstate.edu/contractor-prequalification. This project is a public works project and is subject to prevailing wage rate laws (see Contract General Conditions, Article 35.02-c). All contractors and all tiers of subcontractors bidding on this project shall register to bid public works projects with the Department of Industrial Relations (DIR), and maintain current this registration pursuant to Labor Code Section 1725.5. A mandatory pre-proposal conference and site visit has been scheduled for Wednesday March 5, 2025, at 10am. Interested proposers should assemble at the corner of Don Hart Drive East and Kroll Way on the campus at California State Universit Bakersfield, 9001 Stockdale Hwy, Bakersfield CA, 93311. Prospective bidders are required to attend this bidder s conference and site walk at the scheduled date and time to be eligible to submit a bid on this project. This conference may be the only time proposers can walk through the project area, raising questions or requesting clarifications. Afterwards, all other requests or clarifications shall be submitted in writing. A parking permit will be required to park in any campus parking lot. Permits can be purchased for $6.00 from any ticket dispenser on campus. Please place the parking permit prominently in windshield. The Trustees require the successful proposer to achieve three percent (3%) DVBE participation in contracting construction projects as established in the Request for Proposals, and biddrs shall identify the DVBEs to be used to satisfy this requirement in their bids. The Trustees are granting a DVBE Bid Incentive, for bid evaluation purposes only to Bidders that exceed the three percent DVBE participation requirement, in accordance with the Contract General Conditions (for Design-Build Major Projects, Article 32.12). The level of DVBE incentive will correlate to the level of participation; that is, the more DVBE participation proposed, the higher the incentive. Bidder s shall contact the Trustees DVBE Advocate at 661-654-3182. DVBE Participation Incentive 3.00% to 3.99% None 4.00% to 4.99% 1% 5.00% to 5.99% 2% 6.00% or more 3% Each bidder shall be familiar with all the provisions of the Contract General Conditions and Supplementary General Conditions, especially the Insurance Requirements for the CSU Builders Risk Insurance Program (BRIP). This project will be enrolled into the BRIP. It will be the responsibility of each proposer to obtain a proposal package in sufficient time to fulfill requirements therein. Proposal packages are obtainable only by prequalified contractors, licensed in the State of California with a B license, and registered with the DIR to bid public works projects. Proposers must request proposal packages from the Trustees, located at California State University Bakersfield, 9001 Stockdale Hwy. Bakersfield, CA 93311; Attention: Andrew Duncan, 661-654-3182, aduncan@csub.edu. The time period for completion of the overall project shall be 270 calendar days from The Notice to Proceed. Liquidated damages are $500.00 for each calendar day completion is beyond the time prescribed. Proposers are required to submit an estimated schedule timeline for project execution with their bid. The schedule shall begin at Notice to Proceed and continue through project close-out, including at a minimum: design, agency review/approval, plant construction, sitework, installation of modular, occupancy and close-out. This schedule is for information purposes only and will not be utilized in determining the successful bidder.
