Notice is hereby given that sealed proposals will be received at the Purchasing and Contracts Division for a Cross Connection Control Policy Handbook Database for Backflow Prevention Assemblies, in accordance with this Request for Proposal. Background
The City of San Buenaventura (Ventura) is a coastal community in California, providing various municipal services including water treatment and distribution. Ventura Water is seeking proposals for a database/tracking system to manage records related to backflow prevention assemblies (BPA) in compliance with California regulations. This initiative follows the adoption of the Cross-Connection Control Policy Handbook (CCCPH) by the California State Water Resources Control Board, which mandates new record-keeping requirements for public water systems.

Work Details
The selected vendor will provide and manage an online BPA database that includes:

1. Maintenance of records for locations, tests, and repairs of backflow assemblies as per CCR Title 17 and CCCPH requirements.

2. Capability to receive third-party BPA field test results and track compliance with regulations.

3. Records to be maintained include:
- Hazard assessments
- Assembly details (location, owner, type, manufacturer, model, size, installation date, serial number)
- Field testing results for the past three years
- Repairs made in the last three years
- Cross-connection test results
- User supervisor contact information
- Descriptions of backflow incidents over ten years
- Contracts for cross-connection control programs if applicable
- The current Cross-Connection Control Plan.

4. Vendor responsibilities include coordinating with City staff for data migration into the new system, providing an online portal for testers to submit results, real-time reporting capabilities, and customer notifications for testing due dates and failed tests requiring action within 30 days.

Period of Performance
The project is expected to kick off in January 2025 with an estimated completion date in Spring 2025.

Place of Performance
The contract will be performed within the City of San Buenaventura and its water service area.
