Background
The California Public Utilities Commission (CPUC) is seeking to implement a Communications Data Portal (CDP) to enhance the management and analysis of communications data. The CPUC's Communications Division regulates service providers in California, focusing on service interruptions, network resiliency, and service quality.

The CDP aims to support the Commission's mission of ensuring fair and affordable access to reliable communications services by integrating data from multiple sources for better policy-making and regulatory activities.

Work Details
The CDP will facilitate:
1) Near real-time tracking of outages and restoration efforts;
2) Correlation of network resiliency failures with carrier compliance;
3) Expedite identification of carrier violations;
4) Simplification of data collection from multiple providers into a unified system;
5) Management of increasing data volumes as new providers enter the market;
6) Enhanced emergency response capabilities;
7) Reduction in manual data handling and acceleration of data analysis.

The portal will include functionalities such as customized dashboards, automated notifications, GIS mapping for service quality issues, and integration with external data sources like Cal OES.

Period of Performance
The contract is expected to be implemented following the RFI process, with key action dates including the release on March 13, 2025, and responses due by April 23, 2025.

Place of Performance
The services will be performed in California, specifically focusing on the operations of communications service providers regulated by the CPUC.
