County-Wide Towing Services

Background
The County of Solano, through its General Services Department, Fleet Operations Division, is seeking qualified and licensed towing service providers to deliver comprehensive county-wide towing and recovery services. This initiative aims to support a diverse fleet of over 700 vehicles operated by various County departments, including law enforcement and public works.

The goal is to establish a professionally managed towing program that ensures safe, timely, and cost-effective vehicle recovery and transport services while enhancing public safety and operational continuity.

Work Details
The contractor will provide a range of services including: light-, medium-, and heavy-duty towing; accident recovery; off-road recovery; winching; equipment transport; roadside assistance (such as jump-starts, tire changes, lockouts, and fuel delivery); and secure storage of County-owned vehicles.

Services must be available 24/7, with timely response capabilities across urban, rural, highway, and off-road environments. The contractor must prioritize emergency calls involving County vehicles and comply with all applicable regulations regarding the handling of hybrid and zero-emission vehicles.

Period of Performance
The contract period is from July 1, 2026 to June 30, 2027. The County reserves the right to extend the contract for two additional one-year terms based on performance.

Place of Performance
Services will be performed throughout Solano County and adjacent operational areas where County vehicles may operate.

Bidder Requirements
Bidders must have a vendor application on file with the County. They are required to hold all necessary licenses and insurance for towing operations as per California Vehicle Code §12520.

Additionally, bidders must demonstrate strong operational capacity, modern dispatch capabilities, appropriate insurance coverage, and compliance with safety practices.
