Background
The State of California, through the Department of Rehabilitation, is issuing a Request for Quote (RFQ # 03-0878E) for the procurement of cold beverage vending machines to be delivered and installed at Corcoran State Prison.
The goal of this contract is to provide newly manufactured vending machines that comply with state regulations and meet the operational needs of the facility.
Work Details
The contractor will supply a total of 12 cold beverage vending machines. Each machine must be newly manufactured and compliant with all applicable state laws.
The contractor is responsible for delivery, installation, setup (including programming and training), and removal of existing vending machines. Specific requirements include:
- Delivery to Corcoran State Prison, including coordination with the Business Enterprise Coordinator (BEC) for access to restricted areas.
- Installation must include testing for functionality and training on operational features.
- Removal of old machines must comply with recycling regulations, including providing a recycling receipt with the invoice.
- Trade-in value or declaration for disposal of old equipment must be included in the bid.
- All freight charges are to be FOB Destination, and no additional freight charges should be added by the vendor.
Period of Performance
The contract performance period is expected to be completed within 5 weeks (35 calendar days) after receipt of order (ARO).
All equipment specified in this order must be fully operational by the end of this period.

Bidder Requirements
Bidders must comply with several specific requirements:
- Complete the Bidder Declaration Form GSPD-05-105 and include it with their response.
- Provide their California retailer’s seller’s permit or certification of registration.
- All goods provided must be newly manufactured; used or reconditioned goods are prohibited.
- Certify compliance with various state laws regarding tax delinquencies and federal debarment.
- The supplier must either be the manufacturer or a Factory Authorized Supplier for the manufacturer.
