Background
The Department of Veterans Affairs is undertaking a project to renovate the steam distribution system at the Yountville Veterans Home located in Napa County, California. The goal of this contract is to enhance the existing infrastructure by replacing outdated components and ensuring compliance with health and safety regulations. This renovation is critical for maintaining efficient operations and providing a safe environment for veterans residing at the facility.

Work Details
The project includes comprehensive labor, materials, and services necessary for the renovation of the existing steam distribution system. Key tasks involve:
- Replacement of steam piping, trenching, vaults, expansion joints, and steam traps.
- Installation of chill water pump, sump pump, boilers, air separators, hot water pumps, expansion tanks, heat exchanger, circulating pump, thermostatic mixing valve, and all associated electrical equipment and controls.
- Demolition work will include removal of hazardous materials such as asbestos-containing materials (ACM), old equipment, gaskets, piping, pipe hangers, insulation, black lid felt, landscape elements including trees and miscellaneous items.
- Construction of a new parking lot along with associated landscaping.

Bidder Requirements
Bidders must possess a valid contractor's license classified as A or B. Additionally, contractors are required to submit a Certificate of Reported Compliance (CRC) for any fleet vehicles used in the completion of work under this contract. Compliance with health and safety mandates issued by federal, state and local authorities is mandatory. Contractors must also provide payment and performance bonds amounting to 100% of the contract price.
