Background
The Department of General Services (DGS) of the State of California is seeking qualifications from interested Design-Build Entities (DBEs) to provide professional Architectural/Engineering and Construction services for the Exposition Park Utility Replacement and Site Improvements project.
Exposition Park serves as a cultural and educational hub, hosting numerous institutions and events, including the upcoming 2028 Los Angeles Olympic and Paralympic Games.
The project aims to address significant infrastructure deterioration, enhance accessibility, safety, and comply with fire and life safety codes, as well as Americans with Disabilities Act (ADA) requirements.
It will target Zero Net Energy and achieve at least LEED Silver certification.

Work Details
The scope of work includes:
- Comprehensive infrastructure assessment and necessary site improvements based on findings from a May 2025 assessment.
- Replacement of outdated utilities, including fire, irrigation, and electrical systems.
- Repair of fractured sidewalks, potholed roadways, and installation of compliant accessibility features.
- Upgrades to security features, lighting systems, elevators, and fencing.
- Implementation of sustainable practices to achieve Zero Net Energy and LEED Silver standards.
The project will be delivered using a Progressive Design-Build method with a focus on innovative approaches to reduce design and construction timeframes while maximizing infrastructure scope within budget.

Period of Performance
The anticipated timeline for the project includes:
- Selection of DBE by August 14, 2026.
- Notice to Proceed (NTP) expected on September 25, 2026.
- Preconstruction Phase from September 28, 2026 to January 14, 2027.
- Progressive Design-Build Phase from January 15, 2027 to June 14, 2028.

Place of Performance
The contract will be performed at Exposition Park located at 700 Exposition Park Drive, Los Angeles County, California.

Bidder Requirements
DBEs must attend a mandatory RFQ briefing conference scheduled for June 15th, 2026.
They must submit a Statement of Qualifications (SOQ) that includes evidence of appropriate licensing in California (Class A or B), financial capacity through audited statements, proof of insurance coverage including liability and worker’s compensation insurance, compliance with labor laws including registration with the Department of Industrial Relations (DIR), and adherence to Disabled Veteran Business Enterprise (DVBE) participation goals set at a minimum of three percent (3%) of the contract amount.
