Background
The Governor’s Office of Business and Economic Development (GO-Biz) is the State of California’s leader for job growth, economic development, and business assistance efforts. The International Affairs and Trade (IAT) team within GO-Biz focuses on export promotion, foreign direct investment, and immigration integration. GO-Biz seeks to engage a qualified consulting company to support California’s participation in SEMICON Taiwan 2026 as part of its export promotion efforts.
Work Details
The consultant will provide a comprehensive suite of services for the California delegation at SEMICON Taiwan 2026, including recruiting between four (4) to eight (8) California small business exporters; conducting evaluations; facilitating business-to-business matchmaking; coordinating site visits; organizing a welcome reception in Taiwan; facilitating market entry briefings; conducting a 'Know Before You Go' call for the delegation; and supporting other logistics.
Specific tasks include:
- Recruitment and Company Intake: Conduct intake calls with delegates, evaluate potential delegates, and direct companies to submit applications.
- Market Research: Conduct market analysis for each participating company, including sector overviews and competitor analysis.
- Matchmaking Preparation: Identify potential customers/partners, schedule meetings, provide meeting schedules to companies, and collect feedback from outreach.
- Event Planning: Host pre-event calls, arrange site visits in Taiwan, plan a welcome reception targeting 80-100 attendees.
- Logistics Support: Facilitate booth setup, arrange transportation for activities, translate delegate profiles into Chinese for brochures, and support brochure printing logistics.
- Reporting: Submit regular work reports to GO-Biz and participate in check-in calls.
Period of Performance
The contract period is from January 26 to October 30, 2026.
Place of Performance
The services will be performed primarily in Taiwan during the SEMICON event.
Bidder Requirements
Applicants must have been in continuous operation for at least two years and must have an established international trade consulting presence in Taiwan. The lead consultant must have a minimum of eight years of experience providing trade promotion services and possess at least a bachelor's degree in relevant fields. Supporting consultants should have at least two years of experience with U.S. State Economic Development Organizations (EDOs). Fluency in English and Mandarin Chinese is preferred.
