Background
The City of Redlands is seeking proposals from qualified firms to provide Construction Quality Assurance (CQA) Services for the Phase 5 expansion project at the California Street Landfill, which covers approximately 5.8 acres. The City is responsible for landfill administration, engineering, design, construction, operations, and environmental monitoring. The goal of this contract is to ensure that the construction adheres to regulatory requirements and design specifications while maintaining the project schedule.
Work Details
The CQA services will include oversight and management of the construction process to ensure compliance with technical specifications and regulatory standards. Key tasks include:
- Project Management: An experienced engineer will oversee the project, coordinate weekly meetings, review submittals and RFIs, and prepare a final CQA report.
- CQA Field Services: A full-time CQA monitor with at least 5 years of experience will be present on-site during construction to perform daily observations and testing including:
- Daily and weekly construction reports
- Certification of subgrade
- Evaluation of low permeability materials
- Oversight of engineered fill placement
- Installation of geosynthetics
- Liner leak detection surveys.
- Final Construction Documentation Report: A comprehensive report summarizing all activities, observations, test results, and a statement from a licensed Civil Engineer verifying compliance with specifications will be submitted within thirty days after project completion.
Period of Performance
Construction is expected to commence around July 2026 and is estimated to take approximately 210 days for completion.
