Construction Project Management Services For Various Projects

Background
The County of Santa Clara seeks to retain Construction Project Management firm(s) for various projects through RFSQ-FAF-FY26-0592. The selected Consultant(s) will provide professional Construction Project Management Services on an as-needed basis, including support during both the Design Phase and Construction Phase. Projects may involve healthcare facilities regulated by HCAI, thus requiring demonstrated experience in HCAI jurisdictions. Awards may be made to single or multiple firms, with a contract term of five years intended unless modified.

Work Details
The Consultant(s) will provide a range of services including:

1. Contract Administration: Support for large scale, small scale, and repair & modification projects integrating with standard Owner systems.

2. Documentation: Develop and maintain filing systems for project documents, prepare and maintain project schedules, and organize all project documentation.

3. Monthly Reporting: Develop a monthly report detailing financials and project progress.

4. Preconstruction Services: Value engineering, cost estimating, and technical evaluations of design documents.

5. Bidding Assistance: Assemble bidding documents, advise bidders, conduct pre-bid conferences, and assist in contract awards.

6. Construction Administration: Establish procedures for the project, conduct weekly coordination meetings, document meetings and directives, review payment requests from contractors, monitor schedules, assist in obtaining permits, coordinate on-site services, ensure compliance with safety regulations and construction standards.

7. Close-Out Activities: Prepare schedules for closeout activities, coordinate final tests of building systems, ensure all project records are provided by contractors.

Period of Performance
The contract is intended to have a term of five (5) years unless terminated earlier or otherwise amended.

Place of Performance
Services will be performed in various locations within Santa Clara County as determined by specific project needs.

Bidder Requirements
Consultants must demonstrate at least seven years’ experience managing public/state agency projects with at least one project over 100,000 square feet. They must also have three years of successful experience delivering construction management services under HCAI jurisdiction.
