Background
San Bernardino County, through its Department of Public Works and the San Bernardino Flood Control District, is seeking proposals from qualified contractors to provide on-call construction materials inspection and testing services for various transportation and flood control projects. The intent is to establish contracts with approximately five consultants to assist in managing peak workloads and ensuring timely project delivery.
Work Details
The contractor will provide Construction Material Inspection and Testing Services, which include:
1. Soils and Aggregate Base Materials:
- Observation of compaction, processing, and grading.
- Sampling of materials from field and source locations.
- Field and laboratory testing of soils and aggregate base.
2. Hot Mix Asphalt:
- Observation of batching, mixing, placement, and compaction.
- Sampling of materials from field and source locations.
- Field and laboratory testing of new and recycled aggregate, binder materials.
3. Portland Cement Concrete:
- Observation of batching, mixing, placement, and consolidation.
- Sampling of materials from field and source locations.
- Field and laboratory testing of aggregate, cement, and admixture materials.
4. Steel (and other materials):
- Observation of preparation, processing, and welding.
- Sampling of materials from field and source locations.
- Field and laboratory testing of materials and welds.
Additionally, all test results must be submitted electronically within 3 working days of sampling; late submissions will incur a 20% deduction in contract price per test.
Period of Performance
The contract period will last for a maximum of five years starting from March 1, 2026, to February 28, 2031.
Place of Performance
Services will be performed at various locations within San Bernardino County as determined by individual project assignments.
Bidder Requirements
Proposers must maintain active certification as a California Registered Civil Engineer as well as CALTRANS Laboratory Accreditation and AASHTO Laboratory Accreditation throughout the contract term. Proposers must also be registered with the Department of Industrial Relations (DIR) at the time of proposal submission.
