Background
The Southern California Regional Rail Authority (Authority) operates the Metrolink regional passenger rail service, which spans 545.6 miles and includes 66 stations across multiple counties. The Authority's mission is to provide reliable, safe, affordable, and environmentally sustainable transportation.
The Authority is seeking proposals for Compliance Tracking Software and a Learning Management System to enhance its compliance management capabilities in alignment with federal regulations.
Work Details
The contract involves providing an enterprise-class Governance, Risk Management, and Compliance (GRC) solution that meets the Authority's needs for tracking compliance with various Title 49 of the Code of Federal Regulations (CFR). Key requirements include:
- Centralized compliance tracking across all departments.
- Integration with existing systems such as Learning Management Systems (LMS).
- Support for regulatory compliance tracking including:
- 49 CFR Part 240 (Qualification and Certification of Locomotive Engineers)
- 49 CFR Part 242 (Qualification and Certification of Conductors)
- 49 CFR Part 243 (Training, Qualification, and Oversight for Safety-Related Railroad Employees)
- The solution must allow for customization to create different compliance profiles for various roles within the Authority.
- An optional add-on for an integrated LMS that facilitates training content delivery and tracks compliance with training requirements.
Period of Performance
The base period of performance is three years, with options to renew for two additional one-year periods. The User Acceptance Phase milestones must be completed within 248 days from the Notice to Proceed issued for each scope.
Place of Performance
The contract will be performed at various locations serviced by the Southern California Regional Rail Authority across Los Angeles, Orange, Riverside, San Bernardino, Ventura, and San Diego counties.

Proposers must demonstrate experience in providing similar software solutions to railroad or transit agencies. They should also comply with cybersecurity standards such as SOC 2 Type II or ISO 27001.
