CMGC - SR 37 Sears Point to Mare Island

Background
The California Department of Transportation (Caltrans) is issuing a Request for Qualifications (RFQ) for the State Route 37 Sears Point to Mare Island Improvement Project. This project aims to enhance traffic flow and increase vehicle occupancy along the SR 37 corridor between SR 121 and the Mare Island interchange.

The project is authorized under Public Contract Code §6700 et seq., allowing Caltrans to engage in a construction manager/general contractor (CMGC) project delivery method.

Work Details
The project involves significant highway improvements, including:
- Widening SR 37 by adding two lanes with 8-foot shoulders from SR 121 to the Walnut Ave Overcrossing at Mare Island.
- Replacing the Tolay Creek Bridge.
- Widening the Sonoma Creek Bridge.
- Making improvements at three intersections.
- Introducing an eastbound High Occupancy Vehicle (HOV) lane at the SR 121/SR 37 intersection and a westbound HOV lane starting at the Mare Island Interchange.

The estimated cost for construction capital is $396,100,000 and $2,000,000 for Right of Way capital, which includes utility relocation.

Period of Performance
The anticipated completion date for the project is Summer 2029, with various milestones outlined in the procurement schedule including SOQ due date on November 15, 2024, and anticipated ranking determination by February 25, 2025.

Place of Performance
The work will be performed on State Route 37 near Vallejo, California, extending from 1.0 mile west of SR 121 to the Napa River Bridge and on SR 121 from SR 37 to 0.2 miles north of SR 37.
