1.4 Project Opportunity The Last Chance Grade (LCG) Permanent Restoration Project is located on Route 101, in Del Norte County approximately 10 miles south of Crescent City California at PM 12.70/16.50. The purpose of the project is to develop a long-term solution to the instability and potential roadway failure at LCG. The project proposes to construct a 6,000-foot (1.1-mile) tunnel to the east of the existing highway to avoid the most intense areas of known landslides and geologic instability. Main components would include a tunnel and its portals, a bridge, and an Operations Maintenance Center (OMC). A more detailed description of the Project is contained in Appendix A. Background
The California Department of Transportation (Caltrans) is initiating the Highway 101 Last Chance Grade Permanent Restoration Project located in Del Norte County, approximately 10 miles south of Crescent City, California. The project aims to address the instability and potential roadway failure at Last Chance Grade by constructing a long-term solution, which includes a 6,000-foot (1.1-mile) tunnel to bypass areas prone to landslides and geological instability.
The estimated cost for construction capital is between $1.75 billion and $3.25 billion, with an additional $200 million to $300 million allocated for Right of Way capital, including utility relocation.
Work Details
The project involves the following key components:
- Construction of a 6,000-foot (1.1-mile) tunnel east of the existing highway.

The selected Construction Manager/General Contractor (CMGC) will collaborate with Caltrans' design team, providing input on schedule, phasing, constructability, cost estimates, value engineering, and plan reviews throughout the design process. They will also prepare and submit a proposed price for labor, equipment, and materials required for construction based on finalized designs.
Period of Performance
The anticipated timeline for this project spans from the issuance of the Request for Qualifications (RFQ) on November 25, 2024, through various stages including proposer interviews and selection leading up to an anticipated Notice to Proceed by May 30, 2025.
The goal is to complete the project by October 2039 while seeking opportunities to accelerate the schedule by two years.
Place of Performance
The contract work will be performed along Route 101 in Del Norte County from Wilson Creek Bridge to approximately 3.8 miles north of Wilson Creek Bridge.
