Civic Center Housing Project: Phase 3C: Post Modular Setting Site Installation

Work Requested:
The City of Avalon is seeking sealed bids from qualified contractors for the Civic Center Housing Project: Phase 3C, specifically for the Post Modular Setting Site Installation. The selected contractor will be responsible for providing all labor, equipment, materials, tools, services, transportation, permits, utilities, and any other items necessary to complete the site installation work that follows the setting and completion of all structural connections for the modular units (which are addressed under a separate bid package 3B).

The scope of work includes, but is not limited to:

• All site installation activities required after the modular units have been set and structurally connected
• Tasks as detailed in the Bid Schedule and Attachment B.4

Requesting Entity:
This solicitation is issued by the City of Avalon, with its principal place of business at 410 Avalon Canyon Road, Avalon, CA 90704.

Background:
The City of Avalon previously entered into a contract with US-Offsite (the Modular Manufacturer) for the design, procurement, manufacturing, and preparation for shipment of 39 modular units and accessory components for the Civic Center Housing Project. In collaboration with the City and its consultants, the Modular Manufacturer and their design consultants have developed Architectural, Structural, and Mechanical Design Documents (collectively referred to as the Modular Design Documents ). The current solicitation (bid package 3C) covers all site installation work to be performed after the modular units have been set and structurally connected.

Contract Requirements:
Bidders must provide all necessary labor, equipment, materials, tools, services, transportation, permits, utilities, and any other items required to complete the site installation as described in the Bid Schedule and Attachment B.4.

Submission Instructions:
Sealed bids must be submitted to the Office of the City Clerk at 410 Avalon Canyon Road, Avalon, CA 90704, no later than 2:00 p.m. on Thursday, April 23, 2026. Bids received after this deadline will be returned unopened. Bids will be publicly opened and read aloud at the specified time and location. All bids must remain valid for a period of 90 calendar days following the bid opening date.
