Background
The City of Redlands, through its Municipal Utilities and Engineering Department, is seeking proposals to evaluate the city's pavement conditions and develop a comprehensive citywide Pavement Management Program (PMP). The City has approximately 310 miles of paved roadways and aims to create a new PMP system that adheres to industry standards and meets current state and federal funding requirements. This initiative follows previous efforts, including the implementation of a Pavement Management Program in 2012 and the completion of the Pavement Accelerated Repair and Implementation Strategy (PARIS) program in 2020.
Work Details
The scope of services includes:
1. Project Management: Attend three meetings with staff to outline scope, process, expectations, evaluate PMP software platforms, and review progress. Coordination with sub-consultants and review of existing data provided by the City is also included.
2. Pavement Inspection, Assessment, and Rating: Conduct inspections of all City streets, including alleys and parking lots. Collect data on roadway classification, width, length, pavement type, condition index score, recommended rehabilitation strategy, and estimated costs following ASTM D6433-11 guidelines.
3. Evaluation of Software: Assess alternatives for pavement management software (MicroPAVER) and recommend the most suitable platform for tracking historical PCI scores.
4. Preparation of PMP Report: Develop a report that includes estimated maintenance and repair costs with the ability to generate various cost estimates based on different rehabilitation alternatives.
5. Development of Maintenance Program: Create a multi-year program prioritizing street improvements based on available funding levels.
6. Public Meetings: Attend three public meetings to present findings to the Public Works Commission or City Council.
Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the project schedule.
Place of Performance
The work will be performed within the geographic boundaries of the City of Redlands.
