Background
The City of Vista is seeking proposals from qualified consulting teams to provide professional services for the preparation of a Climate Action Plan (CAP) Update. This project is grant-funded through SANDAG’s TransNet Smart Growth Incentive Program, aimed at creating a roadmap for climate action that aligns with local priorities and broader environmental mandates. Work Details
The scope of work includes:
1) Project Management: Kick-off meeting, ongoing project management, biweekly team meetings, and monthly invoicing.
2) Community Engagement: Develop a public engagement plan, conduct internal working group meetings, organize community workshops (including Spanish sessions), focus groups with community-based organizations, maintain an online project website, and summarize community engagement efforts.
3) Climate Action and Adaptation: Conduct vulnerability assessments, develop GHG inventories (2024 or newer), establish GHG forecasts and reduction targets, and identify actionable climate adaptation strategies.
Deliverables include meeting agendas/minutes, workshop materials, GHG inventory reports, community engagement summaries, and a matrix of candidate CAP measures.
Period of Performance
The contract is expected to commence upon the issuance of a Notice to Proceed in June 2026 and must be completed by June 2029 due to grant funding expiration.
Place of Performance
The work will primarily take place in Vista, California.
