City Of Victorville 2025 Water Master Plan Update

Background
The Victorville Water District (District) is an independent special district established on August 15, 2007, through the consolidation of the City of Victorville Water Department, Victor Valley Water District, and Baldy Mesa Water District.

The District operates under the authority of Division 12 of the California Water Code and is governed by a five-member Board of Directors. It provides water services to approximately 39,770 customer connections, serving a population of roughly 140,279 within its 85-square-mile service area in the High Desert region of western San Bernardino County, California.

The main goal of this contract is to update the comprehensive Water Master Plan (WMP) to ensure reliability and efficiency in water supply systems while addressing future growth and emergency situations.

Work Details
The selected engineering firm will provide professional services for updating the 2021 Water Master Plan. Key tasks include:
- Reviewing progress since the last plan;
- Assessing current facility conditions;
- Developing a comprehensive roadmap for addressing system deficiencies and future water demands;
- Creating a detailed Capital Improvement Program (CIP) with updated cost estimates;
- Evaluating existing water system capacity;
- Specifying necessary improvements for current and future customers;
- Including updated water maps reflecting all land development projects completed since the last plan;
- Projecting land development for housing and industrial purposes over the next five years;
- Providing guidance on minimum pipe sizing for specific areas.

The planning horizon for this study is 20 years into the future.

Period of Performance
The estimated term of this contract is twelve (12) months with two (2) additional one-year options.

The work will be performed in Victorville, California.
