Background
The City of Santa Maria is seeking proposals from qualified firms to conduct a citywide stormwater drainage study. This initiative aims to develop a Master Plan that will facilitate a 10% design for flood-prevention measures, addressing the urgent need for improved drainage capacity following severe flooding events.
The City’s mission is to protect vulnerable communities and critical infrastructure from future flooding risks exacerbated by climate change.
Work Details
The consultant will perform a comprehensive analysis of the city's stormwater drainage system, identifying deficiencies and proposing cost-effective alternatives to prevent flooding. Key tasks include:
1) Developing schematic designs for three alternatives;
2) Conducting viability assessments of these alternatives;
3) Engaging with the community through public meetings to gather feedback;
4) Completing an Alternatives Analysis that includes 'No Action', 'Proposed Action', and 'Secondary Action' options;
5) Facilitating flow modeling, environmental studies, and community engagement activities;
6) Preparing a sub-application for future Hazard Mitigation Assistance (HMA) projects.
The project must comply with FEMA guidelines and incorporate feedback from stakeholders.
Period of Performance
The contract term is approximately 18 months following authorization to proceed.

The work will be performed in Santa Maria, California.
Bidder Requirements
Consultants must demonstrate relevant experience in stormwater management and possess adequate resources, including trained personnel and financial capacity. Proposals should include qualifications of key staff and any subconsultants.
