Background
The City of Corona Utilities Department is seeking proposals from qualified vendors to conduct a comprehensive SCADA Cybersecurity Assessment Project. This project aims to inventory the existing Supervisory Control and Data Acquisition (SCADA) network, provide best practices for operations and security, recommend upgrades to meet current security standards, and develop a detailed roadmap for redesigning the network to enhance security, reliability, and efficiency.

Work Details
The selected vendor will perform the following tasks:
1. **Phase 1: SCADA Network Inventory and Assessment** - Conduct an onsite walkthrough with stakeholders to understand the current architecture; inventory all major components including 7 Radio Towers, 4 Water Treatment Plants, 3 Water Reclamation Treatment Plants, and 90 remote sites; evaluate performance and vulnerabilities; document findings in a detailed report.

2. **Phase 2: Provide Best Practices** - Deliver tailored best practices covering network architecture, access control, data protection, malware prevention, monitoring and detection, incident response, physical security, and supply chain risk management.

3. **Phase 3: Recommended Upgrades** - Recommend specific upgrades based on the assessment to address gaps in security best practices.

4. **Phase 4: Roadmap for Network Redesign** - Develop a multi-year roadmap focusing on security and scalability with implementation plans, budget estimates, risk analysis, and success metrics.

Period of Performance
The initial contract term will be for approximately 12 months effective from March 4, 2026 through March 4, 2027.

Place of Performance
The work will be performed at various locations within the City of Corona's jurisdiction as specified in the project scope.

Bidder Requirements
Consultants must demonstrate adherence to recognized standards such as NIST SP 800-82 and ISA/IEC 62443. They are required to have relevant licenses or certifications valid at the time of proposal submission.
