Description
Background
The City of La Palma is seeking proposals from qualified firms for the design, purchase, installation, and support of a professional-grade audio-visual system for recording and live-streaming public meetings in the Council Chambers.
The project aims to modernize the existing audio-only system to include video capabilities, enabling two-way video public participation through integration with the City’s current software systems (Civic Clerk and Zoom). The City operates under a Council-Manager form of government and serves a population of approximately 15,900.
Work Details
The selected firm will provide a complete 'turnkey' solution that includes:
1. System Evaluation and Design: Review existing systems and submit designs considering size, user count, and component placement for optimal performance.
2. Equipment Purchase and Installation: Purchase and install all necessary equipment including cabling, connectors, mounts, etc. Suggested baseline configuration includes:
- One high-definition PTZ camera system with options for automated/manual control;
- Replacement/upgrade of 11 gooseneck microphones for dais positions, one podium microphone, and one wireless handheld microphone;
- A centralized operator control system with a unified touch-panel for easy operation by non-technical staff.
3. Systems Testing and Commissioning: Conduct overall systems tests post-installation to ensure functionality with the City’s streaming software and perform at least two successful live meeting events prior to final acceptance.
4. Training, Documentation, and Ongoing Support: Provide training sessions for City staff along with quick-reference guides and as-built documentation.
Period of Performance
The contract is expected to commence upon award on June 2, 2026, with a target project completion date of July 31, 2026.
Place of Performance
The work will be performed at the La Palma City Hall located at 7822 Walker Street, La Palma, CA 90623.
Bidder Requirements
Firms must demonstrate experience in similar projects with municipal clients. Proposals must include details about the project team’s qualifications and any plans to subcontract work. The selected consultant must comply with insurance requirements including general liability insurance of at least $1 million per occurrence and $2 million aggregate; automobile liability insurance; workers' compensation insurance; and professional liability insurance.
