City Bus Stops Installation, Maintenance and Advertising Program

Background
The City of Placentia is seeking proposals from qualified Franchisees for the procurement, construction, installation, and maintenance of bus shelters (with advertising panels), benches (with and without advertising panels), and trash receptacles at specified locations throughout the City.
The goal is to enhance public transportation infrastructure while generating revenue through advertising management.
The City prefers digital advertising panels and aims to enter into a five-year contract with options for five additional one-year extensions.

Work Details
The Franchisee will be responsible for:
1. Conducting a survey and inventory of existing bus stops.
2. Installing new bus shelters with advertising panels (both static and digital), benches, and trash receptacles at designated locations.
3. Managing advertising on these structures, including selling ad space to local, regional, and national advertisers.
4. Providing routine maintenance and repair services for all installed street furniture.
5. Ensuring compliance with ADA standards and other regulatory requirements during installation.
6. Developing a maintenance plan that includes timely responses to damage caused by vandalism or weather conditions.

Period of Performance
The contract will have an initial term of five years, with the possibility of five one-year extensions, starting from the date of contract execution.

Place of Performance
The work will be performed at various specified locations throughout the City of Placentia.

Bidder Requirements
Bidders must possess a valid State of California contractor's license appropriate for the work required under this RFP.
They must also comply with CARB regulations regarding diesel vehicles, register with the Department of Industrial Relations prior to bidding, and adhere to prevailing wage laws as outlined in California Labor Code.
