Citation Processing

Work Requested:
The County of Kern is seeking bids from qualified vendors to provide comprehensive parking and administrative citation processing and payment services. The scope of work includes:

• Processing of parking and administrative citations
• Managing payment services related to these citations

This contract will serve both the Sheriff's Department and Animal Control Services.

Requesting Entity:
This solicitation is issued by the County of Kern.

Background:
The awarded contract will be established as a Price Agreement for an initial three-year term, with the possibility of two additional one-year extensions.

Contract Requirements:
Vendors must complete the Best Value document (Exhibit A), including the Vendor information section, and return it with their bid response.

Submission Instructions:

• Vendors are solely responsible for ensuring their responses are submitted by the deadline: before 11:00 a.m. PST on Friday, May 15, 2026.
• Responses may be submitted online through PublicPurchase.com, by hand delivery, or via USPS. Emailed submissions will not be accepted.
• For hand-delivered or mailed submissions, sealed bids must be addressed to:

• The Quotation Request #PA 644 "Citation Processing" must be clearly indicated on the outside of the envelope.
• All late bids will be rejected without exception.
• Vendors may register and submit responses online at the County's Purchasing/Bidding website: PublicPurchase.com. The bid title is "PA644-Citation Processing." Online submission is encouraged as an efficient, time- and cost-saving method.
