Child Welfare Services California Automated Response and Engagement System Project (CWS-CARES) Salesforce Subscriptions

Background
The California Department of Technology, Office of Statewide Technology Procurement, on behalf of the California Health and Human Services Agency, Office of Technology and Solutions Integration, is issuing a Request for Offer (RFO) for Salesforce Subscriptions as part of the Child Welfare Services California Automated Response and Engagement System Project (CWS-CARES).
This initiative aims to implement a Comprehensive Child Welfare Information System (CCWIS) that complies with federal regulations. The procurement is conducted under the authority of the California Public Contract Code for information technology goods and services.

Work Details
The contractor will provide Salesforce subscriptions necessary for the CWS-CARES project. The specific requirements include:
1. Provision of Salesforce subscriptions as detailed in Exhibit B, Cost Worksheet.
2. The total cost shall not exceed a specified amount based on the pricing outlined in Exhibit B.
3. Additional Salesforce subscriptions may be required during the contract term, which will be prorated based on remaining duration and co-termed with existing subscriptions.
4. The contractor must ensure that all services are compatible with the CalHHS OTSI Project Office standard applications (currently Microsoft 365).
5. Scheduled maintenance or downtime must be communicated to the State in advance.

Period of Performance
The contract term will commence on August 7, 2025, or upon approval by the California Department of Technology, whichever is later, and will continue through August 6, 2026.
There is an option for one additional one-year extension at agreed-upon costs.

Place of Performance
All services shall be performed within the United States.

Bidder Requirements
To be eligible for this solicitation, bidders must hold an active Software Licensing Program (SLP) agreement. Additionally, bidders must comply with various certifications including but not limited to: Information and Offer Certification Sheet, Bidder Declaration (GSPD-05-105), SLP Agreement documentation, and certifications related to federal debarment and compliance with California Civil Rights Laws.
