Background
The State of California, through the Department of Water Resources (DWR), is seeking professional consulting services to support organizational change, communications, and workforce effectiveness. This initiative aims to enhance strategic communications, leadership alignment, stakeholder engagement, and performance measurement. It will ensure the successful adoption of critical Operations and Maintenance (O&M) initiatives and the State Water Project (SWP). The contract is intended to foster a culture of leadership engagement and continuous improvement within the agency.

Work Details
The contractor will provide consulting services that include:
1. Strategic communications planning and execution.
2. Leadership alignment initiatives.
3. Stakeholder engagement strategies.
4. Performance measurement frameworks.
5. Support for core Organizational Change Management (OCM) functions to ensure successful adoption of O&M initiatives.

Period of Performance
The anticipated term of this agreement is three (3) years with an option to renew for two (2) additional years, starting from September 1, 2026.

Place of Performance
Work will be performed at the contractor's facility and at the DWR-O&M Headquarters located at 715 P Street, 5th Floor, Sacramento, California 95814.

Bidder Requirements
Proposers must comply with Disabled Veteran Business Enterprise (DVBE) Program participation requirements with a minimum commitment of three percent (3%). They must demonstrate a minimum of five years' experience in relevant consulting services for large organizations and submit required documentation including resumes for proposed personnel and certifications where applicable.
