PLEASE SEE NOTICE OF INTENT TO AWARD***CFC seeks a fiscal agent (Administrator) with the vision and experience to find solutions to specific challenges that inhibit career opportunity and employment success for underserved populations. With the Pilot Career Pathways Training Program, CFC seeks to attract new and diverse talent and improve the preparedness for film industry-related careers, create a pathway which will make it easier for job seekers to pursue a career in the entertainment industry, and ensure California has a trained workforce needed to support the entertainment industry.
Background
The California Film Commission (CFC) was established in 1985 to enhance California's position as a prime location for motion picture, television, and commercial production. The CFC aims to support productions of all sizes and budgets through various services, including a digital location library and production assistance. The goal of this contract is to increase film production, jobs, and revenue in California by creating pathways for underserved communities into the film industry through the Pilot Career Pathways Training Program.

Work Details
The awarded Fiscal Agent (Administrator) will manage an annual fund of approximately $1,500,000 to select, support, and oversee training programs aimed at improving access to workforce development for underserved populations. Responsibilities include soliciting bids from qualified training providers, developing outreach plans to recruit participants from underserved communities, managing funds for contracts with workforce training providers and non-profit organizations, and ensuring effective alignment of resources to enhance employment outcomes.

The Administrator must also maintain project records, report expenditures and participant data accurately to the CFC, and ensure compliance with all fiscal policies.

Period of Performance
The contract will span five years from July 1, 2025, to June 30, 2030.

Place of Performance
The services will be performed in California.

Bidder Requirements
Proposers must be a not-for-profit fiscal agent with experience in jointly administered labor management training programs. They should have a strong background in providing training for motion picture technical skills and promoting recognized standards for safety and craftsmanship in the entertainment industry.
