Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) #05A2822 for roof services in Santa Barbara County. This contract is authorized under Government Code Section 14838.7, which allows contracts for construction with an estimated value between $5,000 and $461,000 to be awarded to certified Small Businesses (SB), micro businesses (MB), or Disabled Veteran Business Enterprises (DVBE).
The goal of this contract is to provide necessary roof repair and replacement services at the Santa Barbara Maintenance Station.

Work Details
The contractor will furnish all labor, equipment, tools, licenses, permits, travel, disposal fees, and incidentals necessary to provide roof services. Specific tasks include:
1. Removal and replacement of roofing systems at the Santa Barbara Maintenance Station covering approximately 17,938 square feet.
2. Removal and replacement of gutters (450 linear feet) and downspouts (160 linear feet).
3. Installation of new roofing materials including an 80 mm UV Resistant PVC Thermoplastic Membrane.
4. Installation of new roof accessories such as molded pipe boots, T-tops, corners, T-Joints, sealant pockets, drip edge metal, termination bar, counter flashings, vinyl clad roof jacks at penetrations, and new roof drains.
5. All work must comply with Caltrans specifications and be approved by the Caltrans Contract Manager.

Period of Performance
The estimated period of performance for this contract is from May 1, 2025 to April 30, 2026.

Place of Performance
The work will be performed at the Santa Barbara Maintenance Station located at 3999 State Street, Santa Barbara, CA 93105.

Bidder Requirements
Bidders must possess a valid C-39 Roofing Contractors State License Board (CSLB) license appropriate for the work being undertaken. Bidders must also have a current registration with the Department of Industrial Relations (DIR) and be certified as a Small Business or Disabled Veteran Business Enterprise with the Department of General Services (DGS).
Subcontracting is not permitted under this Agreement.
