The California State Transportation Agency, under the leadership of Governor Gavin Newsom, is issuing this Invitation for Price Quote (IFPQ) #04A7195 for Flooring Services in San Francisco and San Mateo Counties. Work Details
The contractor shall provide all labor, tools, materials, vehicles, equipment, disposal fees, travel fees, and incidentals necessary to remove and legally dispose of existing flooring and replace it with new flooring at the following locations:
- Woodside Maintenance Station (1,650 sq. ft)
- Half Moon Bay Maintenance Station (600 sq. ft)
- San Francisco Maintenance Station (2,500 sq. ft)
Specific tasks include:
1. Removal of existing vinyl tile and base molding.
2. Installation of new vinyl base molding (approximately 550 LF at Woodside MS; 106 LF at Half Moon Bay MS; 1,000 LF at San Francisco MS).
3. Sealing floors with Vapor-Tek 440.
4. Installation of Luxury Vinyl Tile (LVT) as specified:
- Woodside MS: NuCore Auburn Oak
- Half Moon Bay MS: NuCore Conway Oak
- San Francisco MS: NuCore Cafecito
5. Compliance with prevailing wage laws and other applicable regulations.
Period of Performance
The contract is expected to commence on May 1, 2025, or upon approval by Caltrans, whichever is later. The estimated expiration date for the contract is August 31, 2025.

Bidder Requirements
Bidders must be certified as a Small Business (SB) or a Disabled Veteran Business Enterprise (DVBE) with the Department of General Services (DGS). They must possess a valid C-15 Flooring and Floor Covering Contractors License issued by the California State License Board (CSLB) and be registered with the Department of Industrial Relations (DIR). Additionally, bidders must submit a non-collusion declaration for public works contracts.
