Background
The California Department of Public Health (CDPH), in conjunction with the California Department of Technology (CDT), is issuing this Request for Proposal (RFP) to select a qualified bidder to design, develop, and implement the Centralized Application Branch (CAB) Online solution.
This initiative aims to enhance the licensing application submission process for healthcare facilities in California, transitioning from a largely manual system to an electronic one. The project is part of CDPH's mission to optimize health and well-being across the state by improving efficiency and accuracy in processing applications for over 10,000 healthcare facilities.
Work Details
The selected contractor will be responsible for:
1. Designing, developing, and implementing a cloud-based Software as a Service (SaaS) solution that allows healthcare facilities to submit applications electronically.
2. Integrating the new CAB Online system with existing systems such as the Electronic Licensing Management System (ELMS).
3. Ensuring that the solution includes functionalities for application intake, change applications, license renewals, and license revocations.
4. Providing maintenance and optional post-implementation services after the initial deployment.
The goal is to enable 33 additional healthcare facility types to submit applications electronically and reduce processing delays caused by incomplete submissions.
Period of Performance
The contract term is thirty-eight (38) months, which includes twenty-six (26) months for system development followed by twelve (12) months for Maintenance and Operations (M&O). The State may exercise options for up to four additional one-year extensions.
Place of Performance
The work will be performed primarily at the contractor's facilities but must integrate with CDPH's existing infrastructure located in Sacramento, California.
Bidder Requirements
Bidders must comply with specific requirements including: registration with CDT's eVAQ system; adherence to California's Public Contract Code; provision of a completed Intent to Bid form; and submission of a confidentiality statement.
Bidders are encouraged to utilize CDPH's preferred platform ecosystem which includes Microsoft Dynamics, Power Platform, and Azure.
