Background
The California Conservation Corps (CCC), established in 1976, is the oldest and largest conservation corps in the nation. It engages young adults (ages 18–25) and military veterans in meaningful work addressing California’s pressing environmental and community needs, including wildfire response, disaster relief, habitat restoration, recycling, and infrastructure improvement.

The selected Contractor shall produce a comprehensive Economic Impact Report consisting of two interconnected study components:

- Direct economic outputs (wages paid to Corpsmembers and staff, procurement spending)
- Indirect economic effects (economic activity generated through CCC supply chain spending)
- Induced economic effects (consumer spending by Corpsmembers)
- Fiscal impacts (tax revenues generated).
A clearly stated ROI ratio must be expressed as dollars returned per dollar invested.

2. Corpsmember Earnings Differential: The Contractor shall analyze the difference in lifetime earnings between individuals who have completed a term of service with the CCC and those who have not. This includes establishing a valid comparison group, analyzing post-service employment rates, evaluating educational attainment gains attributable to CCC participation, and assessing non-wage economic benefits such as access to employer-provided health insurance.
