Background
The City of Placentia, located in Orange County, California, is seeking proposals for carpet cleaning services. The goal of this contract is to ensure the cleanliness and maintenance of carpets within city facilities, thereby supporting a safe and pleasant environment for employees and visitors. The contractor will be responsible for providing all necessary management, supervision, cleaning personnel, equipment, tools, and materials required for the carpet cleaning services.

Work Details
The contractor shall provide professional carpet cleaning services that include:

- Conducting an initial assessment of carpet conditions;
- Pre-treatment of stains;
- Vacuuming to remove loose dirt;
- Moving furniture safely;
- Utilizing hot water extraction or steam cleaning methods;
- Ensuring thorough extraction of water and cleaning solutions;
- Estimating drying time;
- Conducting post-cleaning inspections;
- Seeking customer satisfaction feedback; and
- Maintaining documentation of the cleaning process.

The contractor must adhere to industry standards set by organizations such as IICRC and CRI. Specific requirements include using environmentally friendly cleaning solutions, ensuring carpets are dry within four hours post-cleaning, and reporting any stains that cannot be removed.

Period of Performance
The contract will be performed over a period of 36 months starting from the date indicated in the Notice to Proceed.

Place of Performance
The services will be performed at various city facilities located in Placentia, California.

Bidder Requirements
Bidders must possess a valid State of California contractor’s license. They are required to register with the Department of Industrial Relations (DIR) as this project is considered public work. Additionally, successful bidders must obtain a City of Placentia Business License if they do not already hold one. Bidders must also provide proof of insurance covering general liability and workers' compensation.
