Capital Improvement Plans and Related Services for the East San Gabriel Valley and West San Gabriel Valley Planning Areas

Background
The Los Angeles County Department of Regional Planning is issuing this Request for Proposals (RFP) to solicit proposals for a contract with an organization that can support the County's efforts to assess and plan for infrastructure needs in unincorporated communities within the East San Gabriel Valley and West San Gabriel Valley Planning Areas.

The selected Consultant will be responsible for conducting technical analyses, facilitating community engagement, and preparing planning documents that will inform future capital investments and land use policy.

Work Details
The Contractor will be expected to implement the requirements outlined in Exhibit A (SOW and Attachments) of Appendix A (Sample Contract) of this RFP. This includes conducting technical analyses, facilitating community engagement, and preparing planning documents. Specific services include:
- Infrastructure planning experience with at least five years in California.
- CEQA/NEPA experience with at least five years, including three years providing similar services.
- Project Manager with a minimum of three years managing equivalent projects.
- Experience in preparing long-range planning projects in California and environmental analyses compliant with CEQA and NEPA.

Period of Performance
The contract term will commence upon execution by the Board of Supervisors and will expire on December 31, 2029, unless sooner terminated or extended. The County has the option to extend this contract term for up to two additional six-month extensions, potentially extending the expiration date to December 31, 2030.

Place of Performance
The services will be performed within the East San Gabriel Valley and West San Gabriel Valley Planning Areas in Los Angeles County.

Bidder Requirements
Proposers must meet specific qualifications including:
- At least one member of the Consultant team must have five years of infrastructure planning experience in California.
- At least one member must have five years of CEQA/NEPA experience.
- The Project Manager must have three years of relevant project management experience.
- Proposers must attend a mandatory virtual conference and submit proposals by the specified deadline.
