Campuswide Active Transportation Plan

Background
California State Polytechnic University, Pomona (Cal Poly Pomona) is seeking proposals for the development of a Campuswide Active Transportation Plan. The university aims to enhance mobility options for its diverse student body and staff, focusing on improving transit, bicycling, micromobility, and walking facilities.

The project aligns with the university's mission to foster economic mobility and accessibility for all students while addressing climate change and sustainability goals.

Work Details
The consultant will be responsible for a comprehensive range of tasks including:
1. **Project Administration**: Coordinate with the University’s Project Manager to establish a Project Steering Committee, conduct a project kick-off meeting, and maintain an updated project schedule.
2. **Outreach and Engagement**: Conduct Technical Advisory Committee meetings, develop community surveys to assess needs regarding transit and active transportation, create a project website with an interactive map tool, and facilitate community workshops to gather input.
3. **Existing Conditions Analysis**: Review existing policies impacting transportation plans, conduct field inventories of current facilities, identify system gaps and barriers, and perform safety analyses based on collision data.
4. **Proposed Network Development**: Develop recommendations for an active transportation network including bikeways classified by Caltrans standards, prepare maps of recommended improvements, and suggest bicycle parking solutions.
5. **Goals and Policies**: Compile existing campus goals related to active transportation and propose new metrics for evaluating success.
6. **Financial Needs Assessment**: Prepare cost estimates for proposed projects and identify potential funding sources for implementation.

Period of Performance
The contract period will commence upon receipt of a fully executed agreement and will continue until the completion of the project.

Place of Performance
The work will primarily take place at California State Polytechnic University, Pomona located at 3801 W. Temple Ave., Pomona, CA 91768.

Bidder Requirements
Proposers must comply with California state requirements regarding small business participation (5% preference) and disabled veteran business enterprise participation (minimum 3% waived). Proposals must also adhere to various compliance certifications related to contracting laws.
