Caltrans Enterprise Data Governance Technology Solution (EDGTS)

Background
The California Department of Transportation (Caltrans) is seeking proposals for an Enterprise Data Governance Technology Solution (EDGTS) to enhance its data governance capabilities. The project aims to provide reliable, accessible, shareable, documented, and quality-controlled data for use by Caltrans and its partners.

The EDGTS will serve as the foundation for a sustainable enterprise data governance approach, integrating technical data governance capabilities with geospatial functionality.

Work Details
The contractor will implement a Software as a Service (SaaS) solution that includes software licensing and maintenance, along with optional post-implementation services. Key tasks include:
1. Connecting EDGTS to ten Candidate Systems for data governance functions.
2. Providing ETL management capabilities to assist business areas in creating or recreating ETL processes for data sharing.
3. Scanning databases to create and manage metadata records, allowing Business Data Stewards to modify metadata.
4. Supporting the extraction, transformation, and loading of geospatial data between systems.
5. Ensuring compliance with various data governance requirements including auditing and logging user access and modifications.

Period of Performance
The contract will be executed over multiple phases, starting with implementation in 2025 and extending through subsequent phases which may last several years.

Place of Performance
The work will primarily be conducted at Caltrans facilities in California, with some components potentially managed remotely via cloud services.

Bidder Requirements
Bidders must demonstrate relevant experience in implementing data governance solutions and may utilize subcontractor experience to meet qualifications. There are no specific set-aside certifications required for this solicitation.
