CalTrans Design Build - El Sereno Scattered Sites

Background
The Housing Authority of the City of Los Angeles (HACLA) is one of the largest public housing authorities in the nation, established in 1938. HACLA provides affordable housing to residents of Los Angeles and administers housing assistance payments for over 58,000 families.

The agency is issuing this Request for Proposals (RFP) to procure qualified contractors for the Design-Build of several properties known as the El Sereno Sustainable Futures Projects, collectively referred to as the Scattered Sites Project. The goal is to rehabilitate existing homes and construct new units to increase housing density in the El Sereno neighborhood.

Work Details
The scope of work includes:
1. Rehabilitation and abatement of existing single-family homes and multifamily buildings.
2. Addition of Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) to certain rehabilitated properties.
3. New construction of a multi-family project developed as a triplex.
4. The project will encompass up to 33 units, increasing density by up to 16 units from existing structures.

Specific projects include:
- Group A: Rehabilitation of Existing Single-Family Homes (Projects 1-9).
- Group B: Construction of ADUs/JADUs (Projects 10-18).
- Project 19: New construction of a Tri-Plex at 5471 Keats Street.
- Project 20: Rehabilitation of an Existing Multi-Family Bungalow Court at 4215-4221.5 Maycrest Avenue.

Period of Performance
The contract period will commence upon award and is expected to follow a timeline that aligns with project completion goals.

Place of Performance
The work will be performed at various locations within the El Sereno neighborhood of Los Angeles, California.
