CALNET Managed Cybersecurity Services (IFB Pre-Solicitation)

Background
The California Department of Technology, Office of Statewide Technology Procurement (OSTP) is seeking industry feedback on the pre-solicitation documents for the CALNET Managed Cybersecurity Services Invitation for Bid (IFB). The goal of this contract is to provide managed cybersecurity services to enhance the security posture of California's state agencies. This IFB is not a bid but a request for feedback from interested parties.

Work Details
The contract will cover the following services under Group #1 Categories 530 – 533:
1) Managed Multi-Factor Authentication (MFA) Service;
2) Managed Incident Response Retainer (IRR) Service;
3) Managed Anti-Phishing Security (MAPS) Service;
4) Managed Endpoint Detection & Response (EDR) Service.

The contractor will be responsible for compliance with all requirements defined in the IFB and subsequent service requests, including business support and technical requirements. They must ensure that key personnel are in place and available for contract conversion and service requests. Additionally, the contractor must provide consultative business assistance to customers regarding the planning, selection, application, and cost-effective use of contract services.

Period of Performance
The contract term is approximately three years with two one-year options to extend, effective upon signature approval by CDT, OSTP. The end date shall be June 30, 2029, unless extended by the State.

Place of Performance
Services will be performed within California as specified in the contract documents.

Bidder Requirements
Bidders must comply with specific requirements including acknowledgment of acceptance of all mandatory SOW business requirements. They must also submit an organizational chart identifying key personnel within 30 days following contract award. The contractor must not express or imply any association with CALNET through marketing without prior written approval.
