California Underground Storage Tank (UST) certified operator

Background
The Las Virgenes Municipal Water District (District) serves the western edge of Los Angeles County, including Agoura Hills, Calabasas, Hidden Hills, and Westlake Village. The District occupies 122 square miles and provides potable water, recycled water, and sanitation services to approximately 70,000 residents. The District is organized under the Municipal Water District Act of 1911 and governed by a five-member board of directors. The District is seeking proposals from qualified firms to provide California Underground Storage Tank (UST) certified operator services to ensure compliance and effective maintenance of its fueling operations.

Work Details
The selected contractor will be responsible for:

A. Fuel System Maintenance and Support:
- Routine maintenance and repair services for fuel system components including pumps, dispensers, hoses, filters, day tanks, and monitoring equipment.
- Annual testing, calibration, and inspection of dispensing systems for compliance with state and local requirements.
- Emergency response and repair services within 24 hours of notification by the District.
- Maintenance of logs for all inspections, maintenance activities, and repairs performed.

B. Compliance, Documentation, Certification and Testing:
- Compliance with federal, state, and local environmental regulations including UST and AQMD requirements.
- Maintenance of current Hazardous Materials Business Plans (HMBPs) compatible with District procedures.
- Provision of copies of certifications, permits, and compliance documents upon request.
- Leak detection system certification.
- Secondary containment testing.
- Overfill protection testing.

Period of Performance
The initial contract term is one (1) year from the effective date of the agreement with an option to renew for up to four (4) additional one-year terms upon mutual written consent.

Place of Performance
Las Virgenes Municipal Water District facilities located in Agoura Hills, Calabasas, Hidden Hills, and Westlake Village in Los Angeles County.

Bidder Requirements
Proposers must have a minimum of five (5) years documented experience providing similar fuel system services to public agencies or large-scale commercial clients. They must possess all required licenses, certifications, and permits necessary for the work described. Proposers must demonstrate capacity for 24-hour on-call service for emergency repairs and provide satisfactory performance history with references from at least three (3) comparable clients.
